Tension arises when we at the same time we want to be gracious and loving.
There will be times, no matter how hard we try, when we take a stand for truth, that people who disagree, will accuse us of being ungracious and unloving. So what often times happens is people back off from the truth and tolerate things that are 180 degrees opposite of what God wants.
There is always going to be tension when we try to be filled with grace and truth. But we have to be committed to both/and not either/or.
